Firstly, take note of the document ID in the URL.

*Document ID are highlighted in bold
Secondly, put the document ID onto the link below and key it into your browser:
http://www.scribd.com/mobile/documents/24733157
After that is done, you will be direct to a page like below, where you can download the document!

It’s not because of large sized files. It’s because the uploader of the file choose not to allow people to download.
